Владимир Путин was born in 1952. In the early years after that speech (he was 9 in 1961), little Vladimir was busy reading Marx, Engels and Lenin. By the time the alleged communist utopia was supposed to have been built (1981), Putin, aged 29, was a member of the Communist party, and a spy for the KGB.
He would stay in the KGB for 16 years (1975 – 1991), rising to the rank of lieutenant colonel.
He would stay in the Communist party for 18 years (1973 – 1991):

The Union of Soviet Socialist Republics ended in 1991; since then, chekist Putin has been regularly lamenting that end:

Imagine having ruled over the country for 22 years, yet managing to ask that question with a straight face. Meanwhile, of course, Putin enjoyed his super-yachts and palaces, and poured huge amounts of money into senseless military destruction. Of course.
Culminating, in 2019, by an allusion to Хрущёв’s promise:

Уже в ближайшее время, в этом году люди должны почувствовать реальные изменения к лучшему.
Besides, you cannot fool the people. They are acutely aware of hypocrisy, lack of respect or any injustice. They have little interest in red tape and bureaucratic routine. It is important for people to see what is really being done and the impact it has on their lives and the lives of their families. And not sometime in the future, but now. We must not repeat the mistakes of the past decades and wait for communism to arrive. We have to change the situation for the better now …
Very soon, this year people should feel real changes for the better.
